I am about 30 hours into this difficulty, my character gear is level 5 or so, I've grinded out a fair amoubt if skills and while my kit has expanded, at no point have I felt as though, Kratos has gained any strength at all. Enemies are tough, fantastic. Kratos is paper. Kratos damage is non existent.

You have to strategize a lot and really be sure of an attack, especially on the hard and hardest mode.
